Fabrizio Carinci is a biostatistician with interests in health services research and a focus on pooling different sources of information to use advanced statistical tools for health systems analysis.

He graduated in 1990 at the Faculty of Statistical and Economical sciences of the University of Bologna, Italy (grade: 110/110).

Between 1992-2000, as a biostatistician at the Institute Mario Negri Sud, he worked at a variety of public health research initiatives in the field of outcomes research, meta-analysis and health services research. In 1997, he was appointed Head of the Unit of Statistics and Information Systems, leading a staff of statisticians and programmers dedicated to the statistical analysis of health care databases.

In the same year, he was also nominated consultant for the Harvard School of Public Health on the application of regression tree analysis to AIDS clinical trials datasets.

In 2000, he took up the position of Associate Professor, Director of the Centre for Health Systems Research at the Monash Institute of Health Services Research in Melbourne, Australia, working until 2004 to develop the Institute’s Health Systems Analysis program and to conceive new approaches for the distributed analysis of health outcomes.

In 2004 Fabrizio moved back to Italy to participate to numerous activities in Europe, and to collaborate to the launch of Serectrix.

At the start of the year, he was appointed Senior Officer at the Italian Ministry of Health, Directorate of Health Planning, a position that he leaves after few months to concentrate on the Coordination of the BIRO project .

Between 2005-2009, Dr.Carinci led the BIRO statistical engine workpackage as a Senior Biostatistician for Serectrix.

At the same time, he also consulted independently as an independent evaluator for the SSP program, DG-RESEARCH, European Commission, and various italian regional governments, including Toscana, Umbria and Abruzzo, for which Fabrizio has provided a valuable contribution for the planning and implementation of complex system inf the evaluation of decentralized performance.

In 2007, he provided a fundamental contribution to the construction of the system for performance evaluation in the framework of the SVE project and the DVSS program , Regione Umbria.

In the same year, he was also nominated Expert of the Ministry of Health for the Evaluation of the National Health System (SIVEAS). In this capacity, Fabrizio contributes to the preparation of the Tallinn Charter for WHO Europe, presenting the DVSS/SVE as an Italian case study at the WHO Tallinn Workshop on Performance Evaluation.

In 2009, Dr.Carinci delivered the statistical engine of the BIRO system and contributes to the dissemination of BIRO results. He was then nominated Technical Coordinator of the EUBIROD project, and leader of the workpackage "Epidemiological Analysis" at Serectrix.

In his career, Fabrizio has published over thirthy papers in peer reviewed journals and delivered a large number of technical reports in support of public health institutions.
